I don't think you really need a 2-of Veterans Program just because of one single 2-of Illicit ICE. So if that's the only reason to play them, don't. If you use them as a counter to Blackmail strategies that's fine.
Generally, 3/1 agendas are something you should really only include if the effect is great for your deck. Because if you have less 1-pointers, you have less agendas overall, so less targets for the runner to steal from central servers and more cards that help you defend those agendas or build up boardstate or stuff.
