I noticed that there were no breakerless runner decklists built for SG+SU21, so I took it upon myself to build and test one. I think it works pretty well. It turns out dropping your breaker suite frees up a lot of card slots for shenanigans.
Botulus, Tranquilizer, Inside Job, and Sneakdoor Beta do the heavy lifting here to get past ICE. Emergency Shutdown and Tread Lightly tax the Corp, while Forged Activation Orders is used to trash ICE you know the Corp can't afford to rez. En Passant can also be used to trash ICE the Corp couldn't rez or you bypassed with Inside Job.
Career Fair helps you play the Earthrise Hotel, Verbal Plasticity, and Red Team from low credits, while Pennyshaver, Dirty Laundry, and Red Team fuel your run-based econ.
Jailbreak, The Maker’s Eye, and Docklands Pass provide multi-access pressure on central servers, which is probably where you want to play your trojans. Early scoring remotes can be pressured with Inside Job, Tread Lightly, and/or Botulus.
You really want to apply early pressure on the Corp to keep them poor and pay close attention to the ICE that you access in R&D and HQ so you can effectively leverage Forged Activation Orders and En Passant to trash ICE the Corp can't afford. Steve's ID ability is really important for recurring key tools and compensates for the limited draw.
Magnet is a particularly problematic piece of ICE from this cardpool and requires some special effort to circumvent and trash. Inside Job + En Passant or Emergency Shutdown + Forged Activation Orders are your best bet. If you don't mind running breakers, you can make room for an Abagnale or Femme Fatale to give yourself a more reliable option for beating Magnet.
