Efficiency Committee saw popularity when fast-advance was the bread and butter of every single Corp deck. The plan was : drop 3x Shipment from SanSan in your HB deck, find a window to score your first Committee and then wait for having a Shipment and an agenda in your HQ and score it from hand. Rince and repeat.

(Rule note : as Shipment From SanSan effect is to place advancement tokens and not advancing cards, this combo is possible).

It has gone out of fashion, apparently. People are nowadays more confident in glaciers and NAPD Contract became the 4/2 agenda of choice (two things that may be tied, if you think about it). Yet, the effect of EC is nice : gaining 3 to get whenever you want, isn’t it great ? But Corps don’t mind to gain if it doesn’t allow to score from hand, and the 3 influence points of Shipment from SanSan are better spent elsewhere.

On a side note, I used to use this rockabilly guy as an avatar on the french forum Run4Games and I’m waiting for a dedicated card. J’adore ce mec, il a trop la banane.

Combos

Bifrost Array: What's nicer than getting 3 agenda counters on to Efficiency Committee? Six of course!

Psychographics with tags on the runner if the runner can actually be used to advance & score agendas with the agenda tokens from Efficiency Committee this is allowed because of the careful wording on Psychographics is specifically says "place" rather than advance.

Shipment from SanSan](/en/card/04034) can help get this card advanced more efficiently especially with an extra from a previously scored Efficiency Committee.

Other uses: The extra from Efficiency Committee agenda counters can of course be very flexible and allow the corp to pursue additional economy, install additional ICE, draw additional cards, purge virus tokens... if spent all at once, one turn could have 9 s (3 's spent on the agenda counters themselves then 6 usable s leftover!)

Pros

3 Very powerful agenda counters, creating six 's the runner can use in many useful ways

2 Agenda points are not too shabby

Can seriously swing tempo/momentum into the corps favor

Cons

Agenda counters s cannot be used directly to advance agendas

As a 4/2 Agenda, the 4 advancement cost makes it harder to score compared to Accelerated Beta Test or Project Vitruvius

Summary

I'm honestly surprised that this little card had no reviews on this site. It has significant power for HB fast-advance decks. In many deck-lists only 1-2 copies of this card are used and that seems about right.

You can't use Trick of Light on this card since it receives Agenda counters, but Trick of Light moves Advancement counters, but cards Trick of Light and Shipment from San San can be used with this card to advance agendas while using the Efficiency Committee clicks. While I agree with you that this card is powerful, at the end of the day, a 4-2 is about as easy to score as a 5-3, but still has all the deck building disadvantages of 2-point agendas. —
I don't understand the reference to Psychographics. The influence cost makes importing Psycho/Midseasons to HB prohibitive outside Custom Biotics, and if you do that, what do you need Efficency Comitte for? The real combo is with Shipment from SanSan. —
Thanks bubbathegoat, I have removed the reference to trick of light. RS14, I have removed mention of midseason replacements and put in shipment from sansan. Basically was going for the combo mentioned by db0 in http://netrunnerdb.com/en/decklist/28117/engineered-for-success-v3-1 but I see your point about heavy influence cost —
