40 cards deck. Goal is to kill the runner with Punitive Counterstrike.

Punitive

Mulligan plan : Two agendas and more OR no ice.

The 7th point of agenda is Gene Splicer. The runner try to steal it, it will hurt. Also, it is a good bait. You only need to score one Gene Splicer. After it is scored, any other act as bait. Don't score a second one, better to trash it for something else, if the runner does not run it.

Genotyping allow you to put two facedown cards in archive, then withdraw 4. Just withdraw one of the two to trigf the runner goes for Archive, that is a nearly wasted.

You'll need two iced remote. One for scoring. And one with only one ice (ideally Slot Machine) to guard your asset.

This deck has a lot of drip econ : Subliminal Messaging, Jinteki: Restoring Humanity and Marilyn Campaign. When a runner goes for Marilyn Campaign, always rez it to shuffle it back. You have a 40 cards sized deck, it will come back pretty soon.

Baring Anansi, all your ices are pretty cheap and will tax the runner. IP Block double as an AI deterrent.

The agenda suite has very good synergy with Punitive Counterstrike. Bacterial Programming will let you find it (you get to see a third of your deck) and Obokata Protocol allow you to flatline the runner with only one Punitive Counterstrike.

Why Celebrity Gift over Hedge Fund or Hansei Review?
You seem to have a lot of stuff you wouldn't want to reveal, like assets with low trash costs, no Snare!s to scare off HQ runs, positional ICE (Palisade), hate ICE (IP Block), the Punitive plan.
On the other hand, Hansei Review could synergize with your ID and with Subliminal and be playable easier with a non full hand.

@Krams I asked myself the same question. Hansei Review would actually be very good for the ID. I think it could be swapped with Celebrity Gift. I chose the later because it bring me more credits from a smaller number of cards. Hansei Review bring 3 less, but cost 1 less.

The design constraints of having only 40 cards make cards choice a bit harder. Snare! was not working well enough with the game plan (which makes me sad, because I really like that card), because I needed more economy, because of Punitive Counterstrike.

Note that without the 40 cards constraint, you could take out the Celebrity Gift for Hedge Fund and Hansei Review and even add one more ice (second Anansi?).

@Krams I made some tests and took out the Marilyn Campaign and Celebrity Gift. Which I replaced with Government Subsidy and Hansei Review. It allowed me to have only one scoring remote, which concentrate the ices. All this, thanks to your comments.
