If the Runner is able to uninstall and reinstall the same Gauss in a single turn, will it have +6 strength that turn?

No. Whenever a card becomes uninstalled, it becomes a new copy of itself without any memory of its previous state.

Reviews

Gauss it a very good breaker for Shapers. It synergize very well with Pelangi and Simulchip. When it is installed, you get a Fracter with stenght of 4! There is only 12 ices stronger and 28 equal or lower than this as of late 2020. Meaning you'll be able to break barriers for cheap. In a pinch, you can use Simulchip (or Rijig) to reinstall it, giving you that nice +3 strenght. Pelangi will allow you to color any ice as a barrier, allowing you to continue the run efficiently.

Of course, it is not as good as the amazing Paperclip, but for the low cost of 2 creds, you get (at installation) a strong Fracter. After that, it is at best a mid range Fracter. Corroder would be better, if you do not intend to use Shaper tricks.

Because of this, even if it is only 2 influence, Gauss will not see much play outside Shapers, since you get a better Fracter for the same influence cost (Corroder). But for runner that make big runs, instead of lots of small run, it is nice. And against Glacier, for the price, it does a good job.
