Inspired by mcg's rush/FA Outfit, this is my all-in version.
Gameplan
Over-advance a Project Atlas and use its counters to score more agendas.
This is basically the same bold idea that Sokka had in SNACS with Project Vitruvius, but being able to fetch from R&D instead of Archives is even more powerful!
Notable changes
As suggested by mcg, I removed the plan B package to focus on speed and consistency.
