new player, looking for feedback on the decklist. Looking to effectively survive early rounds, until board state is too strong for the runner to deal with. Hopefully there are enough pay-offs for tags, or at least they are a "tax" on runners

Some tips from an experienced player, since you asked for it :) :
Kingmaking feels a bit out of place since you only have Oracle Thinktank to go with it and you dont really want to score that, since it is beneficial for you if it gets stolen. I suggest AR-Enhanced Security if you want to look for a deck that can make use of Kingmaking. That is if you are playing standard, which i am assuming here.
Balanced Coverage as an econ card without knowledge of the top card is a bit lackluster, especially since you always reveal important information to the runner. I had good success with Regolith Mining License in Reality+.
Considering your operations, Reality+ really likes to have some kind of tagging mechanism here, either Oppo Research or Public Trail are good options. you almost only have ICE to tag the runner, which is not very reliable because you can't control when the runner gets tagged.
Overall i think you have a solid start and just need to make some improvements on card choices. One thing should be noted though: it is useful to think of a scoring plan, or a way to win. Do you want to score a certain agenda early? Do you have the economy and the protection to support it? Those are questions that i find helpful to streamline a deck when it might be lacking direction otherwise.
For example you could focus more on the damage plan with End of the Line together with Mindscaping, maybe even throw in a couple Behold! or Snare!.
Another direction could be to plan on locking out the runner with Retribution and scoring behind ice they cant break anymore.
And as a third decision point think about if you want to focus on assets - also called asset spam - or if it suits the deck more to just play for one remote that is protected by ice. Usually those strategies dont work well together and you should choose one.
