First try with an abomination... a no advance NBN! the strategy is quite simple. Go with a never advance strategy. Go with the TAG strategy and let Keegan fire! if this ugly runner steal some point, no problem. This give you money or steal some money from them. After that, set a shinobi with a surveillance sweep and go for your agenda. if the runner made is job (running) with your money flatline him without remorse. Waiting for feedback!

I can see where you're coming from and how you're trying to combine Shinobi with Surveillance Sweep, but the influence on that is damaging. I'm not sure about Targeted Marketing as it can be a while, if not ever, to see a return. If I were you, drop 1 Shinobi, swap out both Explode-a-paloozas and 1 NAPD Contract with AstroScript Pilot Program, (because they are just too good), and try and see about fitting recursion cards like Team Sponsorship, so as you can bring your Shinobis, and many other cards, back into play; worst case scenario - the Runner trashes them for a lot of cash, so that always helps.
