Hantu (👻) is a semi-Fixed-Strength (and semi-Limited-Usage) breaker: halfway between disposability (like Propeller) and high-base-strength (like Buzzsaw).
For example, it can interface with Ansel 1.0 twice, or Biawak once. After which, you must spend Leech counters, have charged it with Cookbook, or so on.
(I don't know about the power-level, but I do love the design.)
Hantu is a ghost/spirit in Malay/Indonesian. (False cognate with "haunt"!)
It’s fun that the Hantu Raya copies appearances. Much like a Mimic which this is the new version of.

Second cheapest killer after Revolver.
Please check D4v1d-Gr43b3r review, it gives the best information on the card. I'm adding a perspective that looks at synergy.
First, there is almost no reason to be splashed out of faction. Even at 2 influences, Revolver will be better for shaper, while waiting for Echelon to be ready, and criminals already have the best killers. Maybe in startup or core... Maybe?
But for anarch, this is a good sentry breaker, if you play strength modifier such as Leech, Monkeywrench, Chisel or GAMEDRAGON™ Pro. Otherwise, take 3x of Hantu or take Num or splash another killer, usually Carmen or Revolver. 3x of Hantu is actually a good way to keep your MU low, as you can just have one leech and replace Hantu when needed.
Why is it the cheapest breaker : because you only pay to break subroutines with Hantu, all the time. You only threat, without help, is Stavka, because nobody play Colossus anymore.
Any anarch that play Arruaceiras Crew, usually with Leech and/or Devil Charm, can play Hantu.
Art is nice and goes with the quote and name. Somehow, it fits with the effect of the card. Good job!
I don't think you really even need 3 copies and replace them when empty. With enough tech to bridge strength gaps - like Crew, Leech and Charm - it's viable in most cases to just play with a fixed 2 strength and use the hosted counters as a one-time effect for emergencies.
