Quick, knee jerk changes to Noise how I see a typical deck moving with the release of the NAPD most wanted list. Feel free to go -1 ES +1 scavenge to get to 45, this is what I'll be testing.

Obviously with fewer parasites, really breaking ice is more important, yog costing influence in faction, as well as the 5 cost keeps it out though. Scavenge stands in for clone chip in some magnitude, and is still pretty good...giving you better use of burnt up d4v1ds, faster access to Imping (2 in 1 turn and a mill!), as well as a modicum of fast heap access.

Immolation fills in for a single parasite, and after a game of milling, odds are you'll have a copy in the archives to use as a target.

Could consider clot over 1 imp but keeping clot active might be a bit tough without CC, so maybe just going faster will be enough, but I do think 3x astro is STILL right for NEH, and probably any NBN deck, even with the increase in influence cost.

3x Imp is right, was in my Noises decks lately. But there's a big lack of draw power in your deck, because these are 3x lost in 45 cards + 1 Inject that will throw viruses away.

While interesting, I think that build trades my "bad draw" for bad econ. Without aesops and chopbot instead, you're going to be too broke to compete with tag clearing, stealing NAPDs (which admittedly will be less of a problem), and predictive algorithm. Also FISK draw is bad for Noise, you don't want to be giving any deck more ice and econ to play against you. Diesel is strictly better in noise than Fisk (and most decks, unless they're blue of of course).

Inject is definitely a tactical choice, you generally only play it early game, and its to find your draw and aesop's engines. If you draw it late, you only play it if you need more cards, or to quick dig to find a program to deja or scavenge to. I'd say almost 2 inject is correct actually, but there simply isn't room without going -2 ES +1 scavenge, but then you're still at 46.

While I like this deck, I feel this needs Street Peddler. With Clone chip out of the picture, Peddler just gained even more value.

No CC's, scavenge, 2 parasite, no more peddlers :( This seems like a bit of an overreaction to me. Knee jerk proviso noted XD I would go -2 cc's over standard builds and let that be that. He's been looking for an excuse to run IHW's anyway.

Peddler was already a 2 of imo, lacking enough recursion, I don't think its necessary with wyldcakes. Scavenge is 100% a substitute for clone chip, especially in noise. I used to play it over chip anyway. Also parasites stock has gone down with everyone running cvs and high strength ice, its simply not as useful as it used to be. Just during 2 clone chips is not sufficient change.
