Yes, this is another Government Takeover deck. Yes, Punitive Counterstrike is the primary kill condition. Yes, Scorched Earth is supposed to work with Data Raven and on any misplays that the Runner makes. Let's just get that stuff out of the way now.

This deck makes a ridiculous amount of money. I greatly underestimated GRNDL Refinery's usefulness during my first game with this deck. This deck makes the Runner cautious after a while, and if they even suspect you have an ambush they're liable to leave it alone. Unless it's a GRNDL Refinery, that is. I've gotten upwards of 24 credits off of Refinery due to such caution. Paywall Implementation makes you even more cash, especially due to the low agenda density. In a game at my local shop, I got at least 20 credits from an Eater/Keyhole Reina deck thanks to Paywall.

The ICE is designed to be porous enough to persuade the Runner to keep searching for those agendas while being taxing. In future builds I may take out the IT Departments and replace them with more ICE since my servers aren't strong enough to protect them.
