I've tried everything to make builder of nations work as a meat tax id, as glacier and as rush, but I've been disappointed every time. So instead I've decided to try playing it as a combo id, using the other unique property it has: a 40 R&D.

Your goal is simple - Barbecue the runner. You're not even going to try to score, you might advance two things the whole game and they'll both be ICE. In the interest of doing this, you have only 40 cards in your R&D, rather than the 44 max, this makes it all the more likely that you'll see the combo pop up. What you want to see is a Jackson Howard (installed or in HQ), an Accelerated Diagnostics and a Power Shutdown. When the runner runs, flip R&D into archives with Power Shutdown, shuffle SEA/Scorch/Scorch and use Accelerated Diagnostics to play them all.

Jackson can get you there with deep digs and if you don't see anything you like you can always hit election day to try again. If you don't have the kill lined up, just spam econ events or the melange money button and slap an advanced ICE on all your centrals purely for the meat tax. Alternatively, if you can trick the runner into going for Government Takeover you can also murder them with a counterstrike. If the runner installs a plascrete you lose, so make it happen fast.

Maybe a current in here? If the runner decides to Rumor Mill you, you don't really have any outs; scoring to clear is too difficult, and Jackson is unavailable to combo out.

Also, is Siphon/Keyhole not a problem for you? There is a lot of that around at the moment so.

If you lose the Melange Mining Corps you could bring a couple Dedication Ceremony as a cheap way to bring your Searchlights up to taxing range. for a bit of breathing room seems decent.

Also you probably only need one SEA Source? What about Enforcing Loyalty or something to manage meat damage protection?

Other problems are also New Angeles City Hall and Film Critic, which basically destroy all chances of killing. There's enough hate out there that every deck has a decent chance of just lucking into the tools they need to beat you. Enforcing Loyalty solves almost all of that and Guru Davinder and Plascrete Carapace and Sports Hopper. In terms of currents, the upcoming Scarcity of Resources is pretty good but Housekeeping works out as well with BoN ability.

I think you could save some deck slots if necessary (and I would reccomend going up to 44 regardless, I've tried the 4 agenda suite and seeing an agenda every 11 cards is actually not that difficult and suddenly becomes terrible) by running Consulting Visit and dropping a handful of whatever you don't need.

I'd also try running Commercial Bankers Group. That thing makes nuts money when you're already ahead, and it lets you keep drawing so if you're bluffing the kill on run, you won't be soon. I might keep it as well as Melange Mining Corp. though - maybe 2 each? Dropping Beanstalk Royalties?

Why searchlight? It doesn't really help your plan at all, since you're relying on SEA Source as part of the combo. Have you considered Errand Boy instead? It gets you what you need, money and/or cards.

I wonder if Midseasons > 2x BOOM! would be better than SEA > 2x Scorched. You need them to steal (exactly one) agenda, but you get the upside of being able to kill through anything but 3x Plascrete.

The biggest issue with this deck is that you can't beat a runner that does nothing :o

Well, theoretically he could wait until he's drawn a huge pile of combo cards, and then start advancing naked Vanity Projects. But he almost certainly can't beat a runner who does nothing but play a Film Critic.
