    What does “if it had no advancement counters” mean?

    Usually, it simply refers to the first time you advance a card.

    More precisely, the ability on Weyland Consortium: Built to Last meets its trigger condition if there are no advancement counters hosted on a card at the time the Corp advances it. The ability does not look any further back into the history of the card and when or whether it had any hosted counters. This condition is written in the past tense because by the time the ability resolves, advancing is complete, and now the card will have a hosted advancement counter.

This is the second ID, after SSO Industries: Fueling Innovation, which give a real incentive to use advanceable ices.

The main difference is that Weyland Consortium: Built to Last give you 1 for putting 1 advancement on anything. Which is really good.

This ID synergize well with Mass Commercialization. Also, it could synergize pretty good with Red Planet Couriers.

Some ice goes better than other. So, while Akhet, Mausolus, Hortum and Pharos are very good ice, the first advancement does nothing for you, aside from using it for Mass Commercialization. While other ice like Fire Wall, Colossus and Ice Wall increase their strenght with their advancement. Even space ice (like Orion) at least lower their cost even with the first advancement. This is just a point to consider when choosing your ice suite.

But best of all, the ID ability apply to assets and agendas. Asset like Reversed Accounts and Urtica Cipher become much better if it does not cost you anything to put the first two advancements (aside from clicks). A 2/3 agenda cost you only 1 to score! Really good.

I really like this ID and even more so because it is a 40 cards ID.

Similar to Weyland Consortium: Building a Better World, Built to Last is a kind of generic economic ID. It's power doesn't lock you into any specific kinda of deck or strat, besides having advanceable cards in it. Despite this, it's an ID I liked a lot more than I expected. Getting money back means scoring agendas is a very small tempo hit, if at all. It combos well with some of Weyland's agendas which already make money, like Hostile Takeover and Oaktown Renovation. You can use the economic boon for a more rush focused deck where you never really lose tempo, or for a glacier deck, where any time you might want to click for a credit you can advance a new piece of ice and make your servers stronger too. Built to Last won't lend itself to any particularly insane combos, but it'll always work.
