[Neo] Play it again, Steve

Based on the excellent and super fun Play it, Steve by @oddball, which I liked so much I had to make it Neo.

Q-Loop is kind of all that needs to be said. Throw it into the Test Run/Femme/Concerto combo and you've got free, clickless installs for days.

Swapped out the Earthrise Hotels for DreamNet/Class Act hoping to save 7 credits over the repeat installs of EH. Successful runs are not hard to come by with this deck, so it should work out fine once they're down.

Swapped out Tremolo for Makler and lost the PAN-Weave to avoid the conditional breaker costs and free up the slot for the Dreamnet/CA thing.

Used the original's remaining one influence for Spec Work and dropped a Dirty Laundry in case it comes to hand with Test Run and a Femme installed to reset the killer combo.
