A Night of Debauchery on the Moon

So this deck's inception came from wanting to include in a deck Eliza's Toybox as an excuse to have some of the most powerful and ridiculously expensive ICEs there are; Wotan, Janus 1.0 and Heimdall 2.0, all conveniently Haas-Bioroid cards, wouldn't you know it.

Of course, such a deck would be monumentally slow and liable to lose before even the first monster ICE is played, so as a solution, I propose a two-tier ICE deck:

The first tier contains all the godly ICE mentioned above, plus Tollbooth for the most expensive Code Gate that exists. These ICE would in theory stop a run on a server for at least a few turns, giving you plenty of time to install and advance a hefty 3 point agenda, especially since you wouldn't have to spend a single for said ICE.

The second tier is comprised of the most down to earth, cheap as chips ICE that slows down a runner without a full rig considerably and cost almost nothing upfront. Of course, such a tier would need to have at least a few reliable bounce ICE like Ice Wall, Wraparound and Quandary, but there are some good, porous, low-cost ICE that are also very desirable; Pop-up Window provides some early economy and slows down the runner rig setup, Caduceus also provides economy and a possible end the run as well, and Eli 1.0, though technically porous, will incur hefty penalties on the runner to break through.

To capitalize on this two-tier ICE set-up, I take The Foundry: Refining the Process Identity, as it is almost perfect for accelerating the strategy inherent in this two part system; it allows both a rapid install of cheap ICE that is guaranteed to be rezzed on a middling budget, so as to create an all-encompassing wall of protection against early, aggressive runners, and when Eliza's Toybox is down, you have the capacity to install three Janus 1.0 or such in six turns for free; ouch.

In terms of agendas, three Priority Requisitions should not need explaining, three Project Wotans will create instances of FIVE subroutine, Strength 8+ ICE (enjoy those runner tears), and two Bifrost Arrays, because at this point, why not five Priority Requisitions?

Finally, the rest of the deck should be filled out with economy cards (Adonis Campaign, Eve Campaign, Peak Efficiency) and synergy (Bioroid Efficiency Research, Awakening Center), or with cards of player preference.

Feedback and criticism absolutely welcome, and if I get enough advice, I'll publish a competitive version of this deck with the changes recommended here.

P.S. Yes I know Action Jackson isn't in this deck; I have yet to acquire the Opening Moves Data Pack as it is sold out almost everywhere (I wonder why). No cards in the Sansan Cycle or beyond are included in this deck, for the same reasons. Advice about where to swap out influence for Action Jackson or the newer cards is welcome.

Rework and Corporate Shuffle are basically your only Jackson Howard replacements, although if you can score a Hades Shard it can slowly help out.

Triple Wotan is a waste; they're unique. Given the ID ability, I would say that you have plenty of ICE anyway.

I'd be a little worried about early pressure; you have almost no way to pick yourself back up from an early Vamp/Account Siphon/Lamprey thing... hell, if they force you to rez any ICE that isn't Quandary or Ice Wall it puts you in a sticky spot.
