This is the strongest voicepad shell that I can build out of Hayley that uses Comet & Multithreader. Now, you may say to yourself, why run either of those cards in a voicepad shell and here's my answer:

This deck runs a bit more than your average voicepad deck. You still want to basically try to be a control deck, but you also want to just generally check a lot more stuff. Being able to both legwork & makers in the same turn can be advantagious, as can triggering one of those things off of a lucky find. And multithreader tends to make up for the credit efficiency you'd usually lose for running immediately after playing an econ event.

That said, this is a best deck with caveauts. I think one should be able to do better, but I'm reaching my limit with this build because sometimes hayley just starves herself of credits in the early game. The second time through the deck is the smoothest thing you've ever seen. The first time can be rough. Modded might go a long way to making the deck a bit better, but cutting anything is hard. And comet is so essential that going down to 2 makes you feel like you lost your super powers.

Maybe cards in the future will make this better, but I've plateued. Here's the share.
