This is yet another small variation of the Swift Lat archetype. If I'm not mistaken I reckon the original idea of the deck comes from AlPi. If you're interested in the deck I'd encourage you to search NRDB for decks with Swift and Lat and take a look at the small differences between them. There are some with a great explanation of the basics of the deck. I don't feel capable to write a better guide for the deck but if someday I manage to pilot it semi decently and I have something to contribute, I'll do it for sure.
